Hello,

The current packages repo is on Github and the apcupsd package is already
there (since 2 days ago apparently).
The link:
https://github.com/openwrt/packages/tree/master/net/apcupsd

You can do pull requests to the package repo (and review them with the
maintainer) if you want some specifics.
