Hi Baptiste -

OK - I have created a new FS Group called "Tasklist Manager". Members have all the privs of a developer except: delete comments or 
attachments, close tasks or manage project settings.

You should now be able to do your "gardening". Let me know how this works for you.

It sounds like a good idea: it would probably still allow a fair amount of
gardening, and could avoid making mistakes.  I really don't mind one way
or the other.
