I am also having this issue with a fresh 21.02 booted from initramfs. Looks like an issue with the calibration data? Scanning for my home network, I can't even pick up the 2.4 GHz from 5 meters away and the 5 GHz shows at -105dBm (usually -45dBm at this location on a cellphone). Wireless on both frequencies works fine when booted back to RouterOS.
