Steps to reproduce:
Build samba36-server build log collected (BUILD_LOG=1)
Check samba build log for iconv

expected: 
libiconv has been successfully located and linked against.

actual:
libiconv hasn't been found
configure: WARNING: Sufficient support for iconv function was not found.
    Install libiconv from http://freshmeat.net/projects/libiconv/ for better charset compatibility!

The problem is in samba36 Makefile, nls.mk include is not added
