[PATCH usteer 4/5] openwrt: keep the default event log types

The init script always passes event_log_types, as an empty list if the
option is not set. usteer then logs no events at all, and the defaults
derived from debug_level (e.g. kicks at the info level) never apply.

Like the other option helpers, leave out lists that are not set.
ssid_list and aggressiveness_mac_list do not change: usteer treats a
missing and an empty list the same.

Fixes: dc383d43610c ("openwrt: add missing config handling for event log types")
