[PATCH usteer 2/5] policy: count load kicks once

usteer_ubus_kick_client() increments kick_count, but the load kick
increments it as well, so load kicks are counted twice.

Remove the extra increment. Like the signal kick event, the load kick
event now reports the count before the kick.
