[PATCH usteer 0/5] Drop stale associations after a roam

After an 802.11r FT roam, a station does not always disassociate from
its old AP, which then keeps it for minutes and forwards intra-BSS
traffic to it. Patch 5 lets usteer drop the older of two associations
of a station, based on association ages the nodes now exchange. It is
disabled by default.

Patches 1-4 are independent fixes.

Tested on OpenWrt 25.12.6 with four APs (mt7915 and ath9k) and an
iPhone. With drop_roamed_sta enabled, the old AP dropped the station
1-2 s after a roam, compared with 123 s and 163 s without it. Twice,
the station had changed bands on the old AP less than 2.5 s before
roaming; as intended, that association was left alone.
