I only know the one you posted before (uqmi -d /dev/cdc-wdm0 
--uim-get-sim-state) which on my router gives:

I also use 3ginfo-lite

but AFAIK it only works once the connection is established.

I don't think it's your case, but maybe the what I tried when I had a
