Open security reports in luci, packages and routing

Hi,

Currently we have multiple security reports in  luci, packages and 
routing, they are all on github.

People who are able to merge PRs into these repositories should have 
access to these reports too. Please look into the issues and push fixes 
or close them if they are wrong. Normally we just push the fixes 
nowadays. Doing a coordinated disclosure is too much work.

If anyone is interested in any of these and wants to fix them, but does 
not have access I can grand access to the report.
