Documentation of packages repo update policy

Hi all,

I've recently learned that the packages repo for 24.10 and 25.12 has a 
different policy on updates than the main repo.

The packages (and other non-main repos) are being operated on more of a 
'rolling release' philosophy, not a policy of only security and urgent 
updates for 24.10 and 25.12 branches.

I am wondering where (if) this is documented, and if it this could be 
made more visible for contributors and users?
