New official OpenWrt mirror in Dominican Republic - AS274916 (HIESOFT)

Hello OpenWrt Team,

We have set up a new public mirror for OpenWrt hosted in Moca, Dominican 
Republic, operated by Hiesoft S.R.L. (AS274916). Our goal is to provide 
fast, low-latency downloads for router firmwares and opkg package 
repositories across the Dominican Republic and the Caribbean region.

* Sync Frequency: Every 6 hours via official rsync upstream

The mirror endpoints are accessible via HTTP/HTTPS and ready for 
auditing. Please let us know if any further requirements are needed to 
include our node in the official download redirector.
