There are many possible tools and workflows. I do not see an issue in
the tooling, but in missing processes.

Does the page owner react just because there is a mail?

That's the main problem. Often, there is no real documentation and the
wiki can not be considered the documentation. I understand why OpenWrt
does not use traditional manpages, but keeping the documentation next
to the source code (versioned with it) is something I consider
helpful.
