Reuse/uniqueness of BSSIDs in 802.11

There is an odd issue which comes up with DBDC cards. What are 802.11's
requirements for uniqueness/reuse of BSSIDs?
Can a DBDC chip with 2 radios reuse its BSSIDs on each radio?
I would suspect so, though there could be limitations. I would think it
legal if both radios were on different bands. Perhaps it would be
required for the BSSID to be paired with the same SSID on each radio.
In a different way you can think of tuples:
<bssid, ssid, chan, band>
Is <bssid0, chan0> sufficiently distinct from <bssid0, chan1>? Does
this pair require the same SSID for both?
Is <bssid0, band0> sufficiently distinct from <bssid0, band1>? Does
this pair require the same SSID for both?
The rules for radio/802.11 are different from ethernet. Issue #995 on
GitHub needs an expert who can speak to the actual rules/limitations.
