github CI failures on the packages/openwrt-24.10 branch

There were some changes in the multi-arch-test-build, disabling signing local
packages both for opkg and apk. And there were related fixes to gh-action-sdk,
but it looks like there was no tag created, so 24.10 is using a tag without the
fix. I suppose somebody (@aparcar?) needs to create a tag and I can update the
workflow.
