Console login broken on HEAD

I just installed a build from HEAD onto a KVM test router, and on the console I get:


/usr/libexec/login.sh: exec: line 15: /bin/login: not found
Please press Enter to activate this console.


when I hit enter.  Is this a known issue?

On a build from last year, running “which login” returns empty.

Should PACKAGE_shadow-login or BUSYBOX_CONFIG_LOGIN be a requirement?
