OpenWrt 24.10 release status

Hi Felix,

This was a package rename that was included in 24.10 as part of the
clean up for the opkg -> apk transition, and is actually independent
of the actual package manager itself.  There should be no issues when
we get to 25.x, as the ASU new feature basically says "once you're on
24.10 or beyond, including snapshots, if you see you see luci-i18n-opkg-*
package, replace it with luci-i18n-package-manager-*".
