netifd introduces restarts of hostapd at reboot

Hi,

after commit 96fa769937cfce5a076f4425c4b6dc1fd12a77a4  (netifd: update
to Git HEAD (2025-08-02)), netifd introduces one or two restarts of
hostapd at a reboot or at a sequence 'wifi down; sleep 30; wifi &'.
This is visible via 'logread -e Tear':
Wed Aug  6 20:56:05 2025 daemon.notice netifd: radio0 (7054):
wifi-scripts: Tearing down phy0
Wed Aug  6 20:56:14 2025 daemon.notice netifd: radio1 (8540):
wifi-scripts: Tearing down phy1

Any idea why this happens?
