[PATCH] lantiq: ltq-tapi: disable KPI and QOS

The QOS feature depends on KPI2UDP which was removed from the tree with
commit a95775e4b2a9 ("drop unmaintained packages") in 2012.

Since QOS was the last user of the KPI, the feature can be disabled by
default.
