Problem with arp-scan

Working with 18.06, arp-scan works as expected; e.g.

# arp-scan -I br-lan -l

But in 19.07.4, I get the following behavior:

Has anyone else seen this behavior? Any ideas what might be causing 
this? (e.g. misconfiguration of some sort)
