A workaround for a faulty USB device *is* a feature :-)

This feature is very important to at least one group of users, as Enrico
points out. Most 3G/4G modem firmware is unreliable and unstable, and
will crash from time to time.  We can't fix that.  Most of the time, the
modem will reboot and everything is fine by itself.  But sometimes it
gets stuck in a state where we need to toggle power to get it running
again.  This is a major problem if the modem is connected to an OpenWrt
router in a remote location. Being able to control USB port power
toggling in software is essential for such systems.

It does not matter whether the modem is internally or externally
connected, if the OpenWrt system itself is difficult to access.
