Unfortunately rmmod with a list of modules does not work:
# rmmod ip_tables ip6_tables ip6t_REJECT ...
Usage:
        rmmod module
so I had to unload one by one. I unloaded until there was
# cat /proc/meminfo 
MemTotal:          12232 kB
MemFree:            1304 kB

but still does not work:
# ifconfig eth0 up
ifconfig: SIOCSIFFLAGS: Out of memory
