The difference in the line that starts with the space (one or more)
and continues with a hash. Commonly you can think that this is just a
comment and that line must be ignored, but it is not being ignored by
the sysupgrade script for now, and this line will be put in the file
/tmp/sysupgrade.conffiles. After that tar will be searching for a
directory, for example, " # /etc/openvpn/" and fail due to "No such
file or directory" errors.
