Well, I just sent a new patch for the purpose of reverting the above
commit.  It was marked as RFC because I have not fully understand how
"the interface is stopped as already happened when the BSS was stopped
on the interface."  This is a readily reproducible WARNING, hope
someone can shed a light :)
