Openwrt 21.02.0 / 21.02.1

Upgrade from 19.07.8 r11364-ef56c85848 / LuCI openwrt-19.07 branch git-21.189.23240-7b931da to 21.02 or 21.02.1

On 19.07.8 the 5ghz device defaults to Current power:23 dBm and 23 can be selected  from the drop down
On 21.02/21.02.1 the 5ghz device defaults to Current power: 20 dbm and the max that can be selected from the drop down is 20
