[FS#3892] Cannot set bss_load_update_period or chan_util_avg_period

Details - In the file /lib/netifd/hostapd.sh the function hostapd_common_add_bss_config() seems to lack

config_add_int bss_load_update_period chan_util_avg_period

and thus setting them via uci doesn't work. Adding that one line fixes it.
