It does not look like the regular busybox passwd, please provide the output of:

# passwd --help
# which passwd
# ls -lh /bin/passwd
# ls -lh $(which passwd)

I would suspect this option is responsible, try without it:

[*] "Enable busybox support for lxc-create tool"
