Image used openwrt-19.07.4-ath79-generic-netgear_wndr3700-squashfs-sysupgrade.bin

Steps:

1, Flash the above sysupgrade image. 
2, Configure luci as required, all settings are saved as expected and survive any number of reboots as expected.
3, Use luci System/Backup Flash Firmware/Reset to Defaults (Perform Reset) to clear the current configuration. 
4, Post reset any changes applied to config/settings within luci no longer survive a reboot. The luci configuration returns to the default post-flash position after each reboot.

Issue is reproducible.

Workaround is to reflash and avoid using the reset functionality.
