[FS#3467] Creating bug report with tags leads to SQL error page but unexpectedly still creates the bug

Details - When I try to create a bug report with (a lot of) tags specified, I end up with a nasty SQL error page, but the bug itself unexpectedly still gets created.

Although this is probably [[https://bugs.openwrt.org/index.php?do=details&task_id=1329|better than just discarding the bug]] (since the data entered by the user is "lost" when hitting the "previous page" button in the browser), the error page should at least include a hint that the bug report was still created (albeit without any tags), and preferably also have some sort of link to get to the newly created bug report.

If haven't tested how many tags/characters it takes to trigger the SQL error.
