New OpenWrt mailing list for mirror-related announcements

Hi,

Following the work to better formalize the role of mirrors, I would like
to open a new mailing list.

It would be similar to https://lists.openwrt.org/mailman/listinfo/openwrt-announce
but focused on mirror operations, mostly to communicate important changes
that all mirror operators should be aware of (e.g. change of config, significant
additional data being added, old data being removed, etc)

I think this config would be good to have:

- name: "openwrt-mirror-announce"
- public list with archives
- anybody can subscribe
- however, only OpenWrt project should be able to write

About this last point: I anticipate that mirror operators might subscribe
an address associated to a ticket-system to the list.  This could quickly
degenerate because of auto-replies if the list is not moderated.

Does that all make sense?  Is it possible?
