New OpenWrt mailing list for mirror-related announcements

Up, any objections for this new list?

I actually did not explain the main reason to have such a list: I've got
contact email addresses for all tier-1 mirrors, but I cannot publish them.
And I also don't want to keep them just for myself.  So, a mailing list
looks like a good compromise to keep these contact email addresses around
and not depend exclusively on me to contact mirror operators.
