Yes. It shouldn't be a "half-approval" it should be a "two-thirds approval" :)
That part *should* be fixed in a subsequent vote.
But more importantly, we just shouldn't describe it in those terms at
all; we should describe as *discounting* those votes and requiring a
certain ratio of the non-neutral votes. And then the whole issue goes
away, as well as the emotive language of "half-approval" which has
caused so much consternation among people who I *believe* don't
actually object to the actual outcome.
