how about you keep the 'must have X% of active people cast their vote, but 
calculate the 'did it win or not' do the calculation on the percentage of people 
who cast a non-abstain vote.

so if the quarum if 10 votes, but you have 2 for, 1 against and 7 abstain, that 
is a 2/3 majority for

seems a lot more simple than abstain counts as 1/2 or 2/3
