Creation of downloads.staging.openwrt.org

Hi,

could the admins please modify the nginx configurations to support 
`downloads.staging.openwrt.org`? This way the downloads page could be 
modified and tested just like the firmware-selector.

Ideally all content comes from a git repository to avoid manual 
modifications of i.e. index.html.

Currently the source code is hosted in a personal repository[1], this 
should be added to the projects main Git, long term we should consider 
adding the firmware wizard directly to d.o.o as suggested here[4].

I suggested some minor "optimizations" here[2] to later on migrate to 
the new OpenWrt 2020 style[3].
