[VOTE] commit access for Rui Salvaterra

I agree with Fernando and Paul. Rule 4 of the OpenWrt Rules (https://openwrt.org/rules) states that someone who's unreachable for three months SHALL have their commit/voting rights revoked. 

I don't think we need to be that heavy-handed, but these frequent decisions are critical for keeping OpenWrt going. I really appreciate the "voting start date" pages that people maintain to track the votes (https://openwrt.org/voting/start).

For example, the vote for Rui has been open for a month (90% positive, two abstainers) but only 57% participation. That's too long for this kind of decision.

As we discussed several months back, if you don't have any opinion, it's OK to abstain. Or you can cast a vote relying on the judgement of others who you trust. And if you truly cannot decide, you need to become part of the conversation so you get the information you need. 

But the OpenWrt Rules make it clear that it's your responsibility to participate. These formal "call for votes" are just as important to OpenWrt as checking in any piece of code.
