As the main downloads page:
https://downloads.openwrt.org/
includes proper links to release directories, I don't think the above
issue is critical.

I guess https://downloads.openwrt.org/releases/ isn't frequently used
and if it is - it's probably by experienced users who know what they
are looking for.
