Discourse forum

Hi,

over a month has passed without any veto or further comments. I would
suggest to simply announce Discourse it publicly and link it to the wiki
within one week from now.

There's been some concerns about the accessibility of the forum so I
checked how it renders in lynx and w3m and it appears to be readable
quite well there, though logging in and replying is not possible with
those text browsers.

One the upside the problem seems known and is actively being worked on,

We might need to update Discourse to a newer version but if it eases the
accessibility burden it is worth the effort imho.

Would appreciate some (positive) feedback on this matter to know whether
the others endorse that forum choice or not. Even if you don't
personally care I'd appreciate a short message stating yes or no.
