IRC channels privileges

Hi,

I'd like LEDE people to get some moderate privileges for #lede-dev and
maybe #lede-adm . My suggestion for rights is:
1) Changing topic
2) Kicking out ppl
3) Banning ppl

These privileges should be ofc handled by ChanServ (should be assigned
to our IRC accounts).
