[OpenWrt-Users] why do "ipkg list" and "ipkg list_installed" generate same output?

On a freshly-installed system that hasn't had 'ipkg update' run, the
included packages are the only ones it 'knows' about, hence the
identical output.  Those packages included in the image are still
maintained as packages (as opposed to being treated as an integral
portion of the firmware blob) in order to facilitate maintenance.
