Use a 2.5G/10G switch that supports openwrt.
Then run midspan injectors?

You can get 4, 8 port and 24 port (rack mount), active 802.3at
PoE midspan injectors. 

Issue I guess is with the cheap active ones available on aliexpress.
You'd lose the PoE power output control per port without some hacks.
They're also in the 10-20AUD per port range....
