Please consider reverting autoconf-lean from toolchain

This is initial cache `$(TOOLCHAIN)/config.site' generation issue.

It's contains:
ac_cv_header_sys_types_h_makedev=${ac_cv_header_sys_types_h_makedev=yes}

but should contain:
ac_cv_header_sys_types_h_makedev=${ac_cv_header_sys_types_h_makedev=no}
