20.xx: state of the DSA

Hi all,

could you please update me on this matter? What's missing and what 
blocking for a release?

The LuCI PR is still open: https://github.com/openwrt/luci/pull/4307

Where there changes to other targets? Can we just do a hybrid release 
at this point?
