I think so. It is compiled by default:

$ grep PRINTF -A2 package/utils/busybox/Config-defaults.in
config BUSYBOX_DEFAULT_PRINTF
        bool
        default y

config BUSYBOX_DEFAULT_ASH_PRINTF
        bool
        default y

config BUSYBOX_DEFAULT_HUSH_PRINTF
        bool
        default n
