I don't remember if I've sent this patch before but I have been using it succesfully.

Basically split signing-key out of base-files so that it can be copied
into signing-key-sdk in the SDK and make signing packages the default for
SDK built packages as well because opkg rejects unsigned packages from
any repo when you are using a signed base package repo.  That means one needs
to sign SDK built packages (and have a convenient non-duplicate-name package to
get the signing key onto the device).
