Details - In the subject-mentioned kernel cpufreq modules are missing. There is also no package to "reinstall" them. So you can not change the cpu governor or set cpu frequency.

According to the cpu manual (Mips 32 34kc V5.6)

* Minimum frequency: 0 MHz
* Power-down mode (triggered by WAIT instruction)
* Support for software-controlled clock divider
* Support for extensive use of fine-grained clock gating

so powersave modes should be possible. power/frequency related modules are available on x86.
