I'm testing a very recent snapshot for the ZyXEL NBG6817 ("Tue May 18 22:05:39 2021"), and the first full Deja Dup desktop system backup succeeded with the default ("ondemand") CPU governor!  The end result is about 224 GB of data transferred via WiFi to a USB 3.0 external HDD over a period of roughly a fourth a day.

Granted, it's possible other changes between 21.02.0rc1 and the snapshot fixed this issue, and it's possible the issue still exists and I just haven't triggered it yet, but given the similarities to this bug report, I'm inclined to believe it's the CPU governor changes.

I will continue testing by redoing full Deja Dup backups to the router's OpenSSH SFTP chroot and I'll edit my comment to log further test results.
