I confirm. Have mt7621 xiaomi mir3g with rc3 installed.
I only get 20-30 mbit over pppoe 100mbit provider pipe.
Used iperf3. On 19.07 it shows full ~90-100mbit.

Also I set 100m autoneg off on wan as per this issue.
