[FS#3590] Netgear ex6150 fails to boot most of the time

Details - I have an Netgear EX6150 (https://openwrt.org/toh/hwdata/netgear/netgear_ex6150) running 19.07.6, which is working fine if it boots.

But most of the time it fails to boot.

What I see with a successful boot:
- power led stays amber for a while
- power led goes out for a second
- power led starts to blink green fast
- power led starts to blink green fast
- power led says green and device is up

When it fails:
- power led stays amber for a while
- power led goes out for a second
- power led starts to blink green fast
- power led starts to blink amber slow

While it's fast blinking green I can ping it on 192.168.1.1, which stops when it starts to blink green slow, since it's not it's static IP address. If it starts to blink orange I can keep pinging it.
