I seem to be having a similar issue, although this is on the latest stable 19.07 branch and using build 19.07.7, but I have experiences the issues on older release i.e. 19.07.3

I too am also using mwan3 with multiple internet connections and VLANs. My CPU stalls also reference Wireguard in the kernel logs, however interestingly it is when I disable my L2TP interface things return to normal, rather than disabling Wireguard itself, but I wonder if it due to mangle/fwmark. I have experience many issues with L2TP and fwmark in other use cases.

I can replicate this because after a restart of my router (Linksys WRT3200ACM) approx 3 hours of 45 minutes of up time, the router stops responding and starts to encounter CPU stalls, the system load climbs up and then the router starts to go completely unresponsive, then returns to normal and then repeats this in a loop. During the time when the router is briefly working, I can see that some of the network interfaces uptime have reset, the only thing that seems to stop the CPU stalls is disabling my L2TP interface for a while and then starting it again, which then everything is fine. If my router is rebooted i.e. sysupgrade, this cycle will happen again around 3 hours and 45 minutes of uptime. It is very strange, but this issue seems to possibly what is happening to me as well.
