I bumped in the same issue.

AFAIKT this is by design; in the OpenWRT build system, the iw command is patched to remove support for WEP keys.

The reason is probably:
1) WEP keys are obsolete and ill-advised;
2) one goal of OpenWRT is short memory footprint, hence the removal.

For the records I reactivated WEP key support in iw but though the error message disappeared, the frames were still not encrypted; probably there are other places to change as well.
