POE-out is supported on this device, but it's disabled by default for obvious reasons.

A grep in the source tree shows:

#define RB962_GPIO_POE_POWER    3

So, just enable GPIO 3 and it shoud work.  If it's missing from /etc/config/system, feel free to test and propose a patch (target/linux/ar71xx/base-files/etc/board.d/03_gpio_switches)
